Based on what we have learned so far from those select few provided with advance copies of the book — mostly reporters for the Post and The New York Times who, for whatever reason, seem happy to serve as its shills — Obama’s Wars contains hints of another story, the significance of which seems to have eluded Woodward.

The theme of that story is not whether Dick likes Jane, but whether the Constitution remains an operative document. The Constitution explicitly assigns to the president the role of commander-in-chief. Responsibility for the direction of American wars rests with him. According to the principle of civilian control, senior military officers advise and execute, but it’s the president who decides. That’s the theory, at least. Reality turns out to be considerably different and, to be kind about it, more complicated.

En el noveno aniversario de los ataques terroristas perpetrados en Nueva York y Washington D.C. el 11 de septiembre de 2001, utilizados por la administración Bush para propiciar el lanzamiento de la “Guerra contra el Terror”, sigue siendo tan importante como siempre que se cierre Guantánamo y se exijan responsabilidades a todos aquellos que instigaron la tortura y crearon prisiones secretas y encarcelaron sin presentar cargos ni celebrar juicios.

Es absolutamente vital hacer todo eso porque, especialmente en este aniversario, podría decirse que los crímenes e injusticias iniciados por la administración Bush tienen, a los ojos de la gente, una relevancia mucho menor que en cualquier otro momento de los últimos seis años.

Quite the opposite, successive American administrations would blindly head down the very path that had led the Soviets to ruin. They would serially agree that, in a world without significant enemies, the key to U.S. global power still was the care and feeding of the American military and the military-industrial complex that went with it. As the years passed, that military would be sent ever more regularly into the far reaches of the planet to fight frontier wars, establish military bases, and finally impose a global Pax Americana on the planet.

This urge, delusional in retrospect, seemed to reach its ultimate expression in the second Bush administration, whose infamous “unilateralism” rested on a belief that no country or even bloc of countries should ever again be allowed to come close to matching U.S. military power.
