En una base de operaciones secretas en la ciudad puerto paquistaní de Karachi, miembros de una división de elite de la corporación privada Blackwater están en el centro de un programa secreto que planea asesinatos selectivos de sospechosos de pertenecer al Talibán y Al Qaeda, dentro y fuera de Pakistán, bajo las órdenes del Comando de Operaciones Especiales Conjuntas de Estados Unidos (JSOC, por su sigla en inglés). Los operativos de Blackwater también recolectan inteligencia y colaboran directamente en la campaña militar secreta estadounidense de bombardeo en Pakistán con aviones sin piloto, llamados “drones” (abejorro depredador), en un programa que funciona paralelamente a los mejor documentados ataques de la CIA con sus propios “abejones”, según una fuente bien situada dentro del aparato de inteligencia militar de Estados Unidos.

La empresa Xe Services, antigua Blackwater, dio capacitación militar en Colombia entre abril y mayo de 2005, sin el debido permiso de Estados Unidos y violando los reglamentos sobre el tráfico y la exportación de armas, al menos en 200 ocasiones, de acuerdo con un documento filtrado ayer a la prensa. La antigua Blackwater llegó un acuerdo con el Departamento de Estado mediante el cual se comprometió a pagar una multa de 42 millones de dólares para evitar ir a juicio. Esos permisos o licencias detallan el tipo y lugar de capacitación que se realiza en el exterior con la venia de Estados Unidos, pero el Departamento de Estado no se enteró de la conexión de Blackwater con Colombia hasta octubre de 2008.
